Born in Philadelphia. Candidate for U. S. Representative 1903; candidate for Philadelphia Mayor 1923. Superintendent of Philadelphia Mint 1934 to 1935.

Collector of Customs at the Port 1935 to 1947.

President of A. Raymond Raff Co. builders. He died in Philadelphia.
