The subject of Proofs being struck for the 1907 High Relief design is controversial. It is clear that coins were struck with a special finish. These coins all display a satin surface with prominent die polish lines. All examples we have seen have been with wire rims, but not dramatically so. Because of the lack of documentation that these coins were specially made, some researches do not recognize the coins as specially made.

NGC has long recognized these coins as Proof and has certified 291 examples to date. Until recently, PCGS did not acknowledge them as special. The sale of the Harry Bass collection contained an example that changed their view of these and they now certify them as Specimens or SP. Going forward, the editors of Greysheet and Redbook will use the SP or Specimen designation for these coins. CACG has also adopted this terminology for the variety.
