<p><strong>Original Packaging:</strong> Two holders were required to house all nine coins. Each holder consisted of a two­-­piece, transparent plastic casing with frosted borders. This held a red fiberboard insert labeled “Silver,” featuring a background graphic of the American flag and holed appropriately for the coins it contained. One holder housed the cent, nickel, dime, and half dollar, while the other contained the five statehood quarters for 1999. The two holders were stacked and slipped into a white cardboard box. This box was printed primarily in red and featured a head shot of the famous Statue of Liberty (“Liberty Enlightening the World”), along with starred upper and lower borders, the U.S. Mint’s 50 State Quarters® logo, and the words UNITED STATES MINT PROOF SET 1999. On the reverse is the Treasury Department logo in white against the red flag backdrop.</p>

<p>The packaging for the silver Proof set of 1999 was the same as for the regular sets, differing only in the color scheme of its paper components.</p>

<p><strong>Commentary:</strong> Not surprisingly, sales of the silver Proof set rose dramatically in 1999, as collectors eagerly sought the new state quarters in silver. Despite this higher mintage, the demand for both Mint­-­sealed sets and third­-­party certified singles and sets remains quite high.</p>
