The top center has an intense allegorical vignette with a central Moneta surrounded by Agriculture, Mercury, lurking dragons, restless lions and countless symbols. Justice is in the left end old style Comptroller's Seal. Athena is at the right. With a red back. Hall, Packard & Cushman, Albany style, but with a Rawdon, Wright & Hatch imprint.
